I am on the fence about encouraging private citizens to engage NHI directly, as so many encounters are plainly dangerous. However a starting point could be a public NHI communications agency, run in part by people who have way more information to go on than civilians have access to.
Both initiatives are complicated since there is likely many more than one NHI, with unknown motivations. And as a government skeptic, the power imbalance and agency would accrue is substantial (but has been happening non-publicly and in the private sector to date anyway), so at least regular, public statements etc would be a step in the right direction.
