If they do nothing they get accused of endangering lives, if they help they get accused of facilitating the invasion.
The blame lies at a political and financial class that think all this is a solution to a problem of their own creation.
And a docile population that just kept its head down to go along to get along. Rather than fight to maintain their culture.
