When this happens (I know it does), it means there is a problem of communication with the users, said problem coming from Debian (not from the upstream). Consumers of Debian packages are supposed to report their bugs to Debian, not the upstream. It’s then the role of the Debian maintainer to triage these bugs, and only forward them to upstream when it makes sense.
I’m not sure how the communication on this front could be improved, but it sure needs to be.
