Before the "over-modernization" of Japan, the culture of taking care of your elders was really important to them.

As a result the oldest general population of elders lived there. They took it seriously. Granted it wasn't a perfect system as humans are assholes in general, but it wasn't that bad either.

Culture is the problem not the winners at capitalism.
