I found Critical Mass and recognised it, then found GWELL and realised that I was thinking of that when I saw Critical Mass.
(GWELL, btw, is where McDonald's got their "drive-through order is over 3 minutes" sound from.)
So I went and played it, yeah, I recognise it too, it was similar. I played the first mission and got a trial popup that listed the source as www.windowsgames.co.uk.

(But it doesn't accept connections on http.)
