Everybody should have local first ai (aka decentralized ai rather than be reliant on demon companies aka google, openai, etc) unless you mean a decentralized ai on a blockchain decentralized network where everybody is growing a big ai on it then i see your criticism but i still don't exactly know what's the issue I'm not that knowledgeable so forgive my ignorance.
