From my point of view, all civil servants are thieves.
But this is not about hatred; hatred leads nowhere. It's about creating parallel systems.
In the end, you're going to have to choose: would you rather starve to death yourself or let your children starve, or let the civil servant starve?
That said, I personally cannot empathize with people who work for the public sector. I have suffered so many personal misfortunes because of them that I simply want them far away from my life. It's not hatred; it's simply protecting my family.
