In micropockets, you can get concentration effects of about 1E6 as ice grains squeeze out non-water molecules. So you could get a hyperlocalized concentration.

Which could push an effective cell count to 1E3 cells per cm3 which is now in range of current state-of-the art instrumentation.

There are other ways to localize biomass too. Happens all the time here on Earth.
