Could be environmental factors. But a guy who was born in 1950 is now 73. Most of such elderly people are not going to be mentally fresh and able to process new information. Some are happy about not shidding their pants. Biden is from the 40s but he's a total vegetable. I wouldn't expect anything reasonable out of his age group. (modulo the occasional exception)
