The word "expecting" is doing a lot of heavy lifting there. Saying "everything will come up roses!" and actually expecting everything to come up roses are two very different things.
It's possible it was error or delusion, but I doubt it was anything more than a simple lie. Probably not even that. A lot of what gets said has no underlying structure at all, it's just a sort of deflective reflex. Stimulus: "What about jobs? Reponse: "There'll be a hundred thousand more in June!"
