Yeah, very unusual political system. Some people against it cricitise it as crippling state and call it anarchy.
On other hand it created militaristic power mostly not interested in conquests and actually gave a mechanism to not be subjected to some stupid laws you don't agree on. It took 3 powers to break it, there's lesson in that too.
