I think it is different, in that I think Reeves' is worse than Rayner's

Rayner was acting to ensure her kids have a stable home life
Reeves is trying to make a quick buck while benefiting from her G&F apartment

Rayner's was done when she was in a less public position so it was reasonable not to seek additional advice from the ethics advisors
Reeves' was when she was about to be chancellor and she absolutely should have spoken to the ethics advisors
