Well art is inherently self-indulgent, that's how art is born -- "all art is crime" as I think a saying has it, that art by its very nature defies the rules in order to say something new. And this does not chime well with user-focused design.

Design is not art, because design has function. Design can be highly artistic, but its priorities are different. The most accessible sites prioritize user needs, and users don't need artistic design, they need functional design.
