I couldn't guess, actually. The reason I think it is probably valid (and the reason it will never be) is that the current wait in the UK (I take you also live in the UK?) for a child to be diagnosed officially is easily 2 years. In those 2 years they don't get any specialist support at school (i.e. no extra money is spent on them), essentially making their life there hell and setting them to fail by setting them behind their peers... by 2 years.
