Even without welfare, it is valid for a nation to restrict it's immigration in order for it's own culture, ways, and people to flourish in their own homeland.

This is something Hoppe understood: value is subjective, it is perfectly reasonable and upright to value adequate proximity/distance/space/buffer between themselves and foreign people of incompatible culture or religion.

It's not a matter of total goods and services at the lowest prices, but of a quality of life and standards that a nation desires for itself and it's descendants.
Curious paradox indeed.
