Not to mention the problem the market was supposed to make go away, stubbornly persists.
The need for health care is not uniform amongst the population, hence we had RAWP, aimed at redistribution of resources to areas of highest need. It worked so well that London started to become understaffed, so they introduced the London Weighting Allowance as a temporary measure to make working in London more attractive.
The market was to respond to need, but responded to profitability. 1/n
