Do people sometimes make needlessly sweeping, part-for-whole generalizations on the basis of one bad actors' behavior? Sure. But think about the role that the word "culture" plays in the argument against "purity culture," lumping all ethical critique into a unified "culture" that you can then reject tout court whenever it suits your prerogatives.
