The state—acting as a poor administrator—prioritizes funds for repression, propaganda, and tourism. That is why you have a situation where the country is teeming with police patrols and heavily armed officers, while hospitals are literally crumbling and completely devoid of supplies. That is why you read in the news that they are a "medical superpower," even as they lack basic supplies and the diagnostic tools necessary to complement medical care. And for that very same reason, you find a luxury hotel in the center of Havana surrounded by impoverished neighborhoods—with ruined streets, collapsing houses, and no electricity. The embargo creates difficulties, but the PCC is the root cause.I understand that, from the outside, one might hold a different perspective, given that the government controls the media and feeds you nothing but propaganda. Ultimately, both factors act as a dead weight on the Cuban citizen.
