What I mean here is that drawing a line from ad targeting tech to “1984-style Orwellian behavioral surveillance” is very easy for tech people to do, since the tech exists to do a lot of this. But convincing people that this is a real threat is very hard, because it’s hypothetical and (so far) the ad tech companies have never allowed their data to be used that way.
