No offense to Jay, but I think he got the question wrong.

I think the question we struggle with, is "Why do we keep leaders around and enable those who feel the need to prevent progress?"

It's an intentional act, either for ego or to serve the "greater good" of the community. Spoiler: it's quite the opposite.
