The same principle is valid to SSDs with PCIe support to a certain degree. Modern Mainboards have at least one SSD slot which is directly connected with the CPU over the socket.
So the max speed of this slot is specified from the CPU, too.
For example if your ssd supports PCIe 5.0 and the CPU supports only PCIe 4.0 at maximum the SSD can't use its full speed.
