What Knots wants to do is like building a second city of Las Vegas, 100 miles away, then call it Las Vegas as well. Where they'll only allow honest people to get in, have no airport, no drugs and no alcohol or hookers, but still have a representation of casino’s there (except from the ones the gatekeepers don’t like).
When everything’s built and set up however, they’d be surprised that there’s only 200 people showing up with their mom, drinking sparkling water and playing blackjack with monopoly money.
