There are some problems with this thought. USA was trying for a long time to lower the prices because Russia benefits the most from high prices. You can find too much information for this with a simple search. Also Exxon was pushing for a regime change in Venezuela for many years so that they will exploit the oil, so we cannot tell they are not interested. Their problem is stability (to enslave Venezuela so that there are no reactions against the exploitation) because they want to avoid being kicked off Venezuela again. Here is what Exxon's CEO said
