I know the landlord isn't their dad, but he should make the kid help him fix it. Teach them a skill, show them what the consequences are (and how it's much easier to destroy than to fix) - I don't care whether he makes them pay or not (I'd personally opt to just buy it with the money they're paying me for rent - and maybe the deposit).
