#Biden says "Announce for president, challenge me at the convention"
I don't know much about the process, but saying this makes no sense if he wants to stay in. I feel like either saying that was a severe lapse in judgment - OR he's signaling his intention have an open candidate selection at the democratic convention without actually having to say he's withdrawing. The would mean he's withdrawing and wouldn't be appointing Harris to replace him.
