I think you can extend this argument to the whole "benefits culture" that the right complains about so much. A lot of working people need benefits because employers expect them to work for next to nothing. If workplaces paid better, trained better and offered more flexibility (they have never come to terms with single-breadwinner households no longer being the norm) then there would be less burden on the state to prop everyone up.
