It's tax payer subsidy of air travel, indirectly. Jet fuel isn't taxed, but in most of Europe the train fuel is taxes. Electric trains are a more complicated issue.
UK tried privatising the rail systems and that made everything worse.

Aircraft fuel needs to be taxed equally, everywhere.
