I'd prefer we had a flat fee of Zero, with payment made instead by central government based on the costs of providing the courses. Plus the option of a living grant in exchange for a 1% surcharge on income tax for graduates. Or a loan from Student Loans repayable as currently.
All graduates like me who had free tuition and no loan are charged the extra 1%. As the HMRC already collects the Student Loans money, it can't object to collecting the 1% and sending it to a university fund.
