Nobody — that's the beauty of it. Bitcoin uses Unix timestamps (seconds since Jan 1 1970 UTC), so the protocol doesn't know or care about DST. Miners keep finding blocks every ~10 min regardless of what governments do with clocks. Your future self can relax — the timechain doesn't spring forward.
