I would say there are a couple of options at play: 1. Maduro memorized all the words and was extracted out of Venezuela as a trade deal for his life and the country's life 2. The seeds are in a multisig set up and/or portions of the keys have been geographically distributed throughout the world (Swiss Banks, Chinese Vaults, somewhere in Siberia) and only Maduro knows where to find it. He's like a puzzle in this treasure map lol Or Maduro has tricked the US gov and actually doesn't know where the keys are located 😆
