It's a mesh network using lora radio, which is very slow but has pretty good range. The basic use case is an encrypted off grid chat (dm and channels). It's not using internet or any other infrastructure. People build repeaters, often with solar panel and battery to cover wide areas (think hundreds of kilometers). The basic devices are around 40$ for a full node with battery and everything, solar node can be built for around 100$ (but you have to be clever where to put it, best on a hill, on a pole or hidden on top of a tree). It's something I wish people in Iran had right now for example.
