The angle that I haven't seen brought up as much: the PSF's actions and endorsements have real power that extend beyond the PSF itself. Community organizers throw around the question "what does PyCon US do?" *a lot* when they have decisions to make. A PSF Fellowship is a pretty strong signal that someone would be a great addition to a Python community (of which there are many).
