There is no global. Can't be without a centralized server, or full duplication of all notes on all relays, with some agreed upon mechanism for ensuring none are missing and for resolving conflicts. The latter is, of course, how Bitcoin solves for global state, but that's not realistic or deairable for Nostr. So we have to get used to notes sometimes being missing from our feeds.
