I do not for one second believe people will voluntarily fund it all. Not the ones alive nowadays, anyway. You are correct that much is privately provided, but, crucially, publicly funded. An unincorporated region that is not sovereign, even if it could maintain equilibrium, would soon be annexed by surrounding states if it had desirable resources. Different era, different rules.
