This comes down to two (2) reasons.\n\n1) The development is focused primarily on exclusive free and open source software.\n\nOn principle, that is can be a great thing, except reality is not always based in principle. We live in a world where some proprietary software, drivers, firmware, and media codecs do make a difference. \n\n2) The development is developed in a region where bundling proprietary software, firmware, drivers, and media codes would be an issue.\n\nVLC Media Player, is a good example, of where a development is located, can make a difference too.  Had VLC been developed in the United States of America, for example, it would have been shutdown, because in America you can not only own copyright and trademark on software, but also concepts. Thankfully, VLC was developed in France, and we all enjoy the benefits of that development, today. \n\nThese are two (2) things that can impact the development you choose, 1) what is the goal of that development and 2) where is that development developed.\n\nFedora Linux is a good example of these.  On one hand, Fedora is aiming to be the free upstream to Cent OS Stream and Red Hat Enterprise Linux. For this reason, they have incorporate and make some partnerships to provide extra driver and firmware support. On the other hand, they are developed in the United States of America, so many of those non-free media codecs, that they cannot bundle, they require you to add yourself using the RPM Fusion Repository.
