I realize that you don't want to use blockchains, but I'd like to point out again that Inkan resolves precisely these kinds of issues with timestamping and sequencing. The solution is implemented and fully usable right now at https://www.inkan.cc. Inkan does use blockchains, but it might still be of interest as a reference.

Oil price is a global price and there is a glut of oil, not a shortage. The shortage is in particular products, like jet fuel and fertilizer. So the price of oil didn't go up, but the price of flights and food did.
