In the 60s and 70s, a plan was being investigated for a giant Jet Port to be built in the NJ Pine Barrens that would have created a new city. Newark, JFK, LaGuardia and Philly would have stayed as "regional" airports. There would have been a high speed train network.

It would have been terrible to lose part of the ecosystem but I can't help but imagine what potential benefits would have been. Instead, all the existing airports expanded and the demand for a central one waned.
