If you request permission and they offer it to you, arguing against ability to consent is pretty silly. However, if we take verbal ability away, it's pretty sticky since any physical advances that lead to a negative reaction would be an obvious violation of their sexual consent. (Funny enough, this method of logic itself implies that a child can consent) On the other hand, though, if that child reciprocates the advances positively, there is clearly no violation of sexual consent. If the child has no ability to consent, there could be no variation in the reactions to being sexually pursued. Obviously, there's no way to prove what the reality of this situation is without observing evidence that would be illegal to view in real life, which is why I didn't want to argue about babies.
