Same thing happened in California when they put property tax on the ballot in a referendum. The same direct democracy in these places also vote for tough crime policies. Which is another repeated pattern. There's a real human aversion to permanent property tax on homes. My guess is any real democratic society would make it very low and focus on other taxes to fund government.
