Manhattan Institute does not surprise me. The biggest concern people (well, organizations and parties) seem to have is that open primaries will potentially allow for the oppositional party to make in-roads in a place that traditionally votes a certain way. GOP states/counties fight it because they fear Dems being able to win elections, and similarly solidly blue places like NYC can expect opposition from Dems and support from conservatives for implementing it.
