Historically at various times during the C20th "the state" provided milk, cod liver oil, and/or orange juice/vitamin c to children. All those were removed in the latter end of the century under excuse that vitamin deficiencies were a thing of the past & it was therefore an unnecessary expense when parents could afford to provide a healthy well-balanced diet to their own children.
