1️⃣ Let people **follow** that community
2️⃣ Let people request **membership**
For me, it's 1️⃣. Most people will be lurkers anyway and it's silly to list / count them as members. Others will have varying levels of activity, which you can use for ordered lists and more useful "member" counts anyway.
Memberships make sense for private, closed door kinds of stuff. Open door communities are better of just letting people follow them, for free, and then set prices (or other limits) for letting them publish stuff.
