1) a puppet government in #Ukraine to drain its wealth & resources;
2) prevent Ukraine from joining #EU & #NATO, to sustain objective 1.
Putin temporarily achieved objective 1 in 20% of Ukrainian territory temporarily occupied, but failed in the remaining 80%.
Putin could fail at objective 2, but while NATO members express doubt, Putin still hopes to achieve it.
Putin won't give up on objective 2 and end the #war unless NATO invites Ukraine to join.
