Who am i to judge 🤷‍♂️ but the dog isn’t making conscious decisions about leash laws. The owner is. If the reports are true the solution isn’t vigilante justice against the dog in my humble pov. It might be holding the human accountable for repeatedly creating a dangerous situation.
