The bill talks about disclosing images though, not generating them. It doesn't try to prevent someone from acquiring a model to create AI porn, probably because that can't be enforced anyway. So no license to run code. In which case, what's the problem?
AI CP already exists, and if they had an intention to ban AI models/tech, they'd already be using that as a justification to do that. They wouldn't have needed to wait for AI porn of Taylor Swift to appear, had that been their angle.
