Thinking about it, those 90% are probably not a key figure. Instead, they probably currently just don't /use/ much energy, but that will change soon as they lift themselves out of energy poverty.

So, it's not just about increasing energy output by another 11%. It's probably about doubling or tripling it, and at the same time, increasing reliability. The same holds for most other African countries.
