Well, I still think the lower (partial contribution) system worked quite well.... my problem with completely free higher education is that while there is a considerable gain for society, the benefits that *are* captured by individual graduates are paid for by all taxpayers, representing a regressive transfer of public funds from the lesser well-off tot he better off (where graduates end up with better paid work).
