The problem there is sheer numbers. Most people — by leaps and bounds — ignored it. We are among the incredibly few who even paid attention. For everyone else it was just an inconvenience not to be thought about.
But, ironically, one of the best answers is still "don't be silent." See the #NoKings protests as a good example.
No that's not everything just on its own, but it's a start.
