I'd go so far as to say that over a long enough time frame, a hard cap essentially guarantees that paper bitcoin will be issued.
Eventually, everybody is sitting on every sat that they possess and refuse to spend. Some other MoE will come in to fill the void. Probably allegedly backed by SATs somewhere.
