mostly japanese people use it and if you want to federate with japanese instances you have to not break japanese law. if you don't care about federating with japanese instances then you don't care about their laws
caring about the laws of random countries for the sake of maximal federation makes as much sense as caring about the rules of mastodon.art et al for the purposes of maximum federation
